Braintree Selectboard Meeting

September 19, 2017 at 6:00 p.m.

Mr. Bowen called the meeting to order at 6 pm.

 

The Board reviewed the agenda, added the loan paperwork for the Loader, and a discussion about a potential law regarding law enforcement, to the agenda.  

 

Approve Minutes: On motion of Mr. Haupt, seconded by Mr. Burson, the Board unanimously approved the minutes of September 5, 2017 as correct.

Reports

  • Mr. Cooch provided the Board with the semi-annual report for the Conservation Commission. One main goal has been to improve communication with the public. They now have information on the Town website, a bulletin board in the Town Office and publish an email newsletter monthly. Anyone who wants to sign up for the newsletter can do so on the Town website.  A second focus of the Commission is on invasive species. They have purchased two tools that residents can borrow from the Town to help them combat buckthorn and Japanese Knotweed. They will also be continuing to consider how the Highway Department should combat Japanese Knotweed in the right of way of the roads. The third focus of the Commission is in coordination with the Planning Commission’s efforts to incorporate solar and wind requirements into their Town Plan.
  • The financial report was reviewed.
  • The Highway Department is back on an 8 hour day schedule. They are finishing up some grant work. They are putting some gravel on roads, and smoothing some of the transitions from the road to the driveway in those areas. Mr. Masterson asked if the “No motorized vehicles beyond this point between March 15th to May 15th” sign for Braintree Mountain Road is ok.  The snowmobile club may put up a sign indicating that snowmobiles using the VAST trail are exempt from this closure. Mr. Haupt will talk to them so they are aware of this.  Mr. Haupt asked about the underdrain project on Braintree Hill Road. Mr. Masterson hopes to work on it this year.
  • Mr. Bowen advised that Mr. Caulfield has called an emergency management meeting for Thursday the 21st. For the Emergency Zone Coordinators.  An Emergency Zone Coordinator for Mobile Acres is still needed.
  • The Monument on North Road will be moved to the Town Hall shortly.

Old Business

  • The Board discussed the Town Office heating project.
  • The Board reviewed the Stage Coach Road Ordinance. Ms. O’Toole has redrafted the ordinance to incorporate the necessary elements of the settlement agreement into it.
  • EC Fiber Alternate is still needed.
  • TRORPC Representative is still needed.

 

New Business

 

  • On motion of Ms. O’Toole, seconded by Mr. Haupt, the Board approved the loan paperwork for the new loader.

 

  • The Board briefly discussed bill S.27, which if passed would mean as it currently states “each town shall provide its own primary police coverage, either as set forth in this chapter or pursuant to a contract for the provision of primary coverage.” The bill doesn’t seem to have much support, and therefore doesn’t seem like a major concern for Braintree at this point.  If it does move forward it would be important to learn what is meant by “primary police coverage” which is not defined.

On motion of Mr. Bowen, seconded by Ms. O’Toole the board unanimously approved the payment orders.

 

On motion of Mr. Bowen, seconded by Mr. Haupt, the Board unanimously adjourned the meeting at 6:48 pm.
